Utilities: what will happen to ONE?
The column with the acronym ONE, according to which the residents of apartment buildings were charged for water and electricity spent on the general needs of the house, has long been a stumbling block. People always did not understand the mechanism for calculating these payments, and accordingly, the figures on the receipts were outraged.
To simplify the accrual scheme, to make them more transparent and fair, in the 354 decree in December 2016. were amended. This latest revision of the document, which entered into force at the end of February 2017, should fundamentally change the situation. From now on, citizens will pay only for what they spent on their own - which means that the amount in receipts should decrease.

Why change is needed
As a rule, the number of liters or kilowatts spent in total according to the readings of individual meters in apartments is less than the metering devices for the whole house show. Or, if common meters are not installed, household consumption is calculated according to the norms. In any case, the difference is most often significant. And what is it to be surprised when, instead of one registered owner, a dozen guest workers can live in an apartment?
ONE - the value is variable, and usually depends on the number of unregistered people and defaulters in the house. Management companies could have come up with nothing better than simply distributing the actual cost overruns according to their area. Moreover, this burden falls only on the apartments, the owners of which pay on the counters - since the standards that are used in the absence of metering devices already include expenses for house needs.
Where electricity is consumed
If we talk about electricity, then there are much more expense items than water. This lighting of the courtyard and porches, intercoms, elevators, video cameras. And in many houses there are also booster pumps that maintain normal pressure in the water supply networks.
Note! Note that the total consumption of home equipment is determined according to the standards of almost thirty years ago, which do not take into account the fact that today entrances are equipped with lamps with energy-saving lamps and motion sensors, modern elevators that consume much less energy. So the amount that people pay today on ONE is clearly overstated.
Where does water go
In ONE on water, usually include the costs of cleaning the entrances, watering the lawn houses, flushing the pipelines, as well as technological losses. Regarding the losses, the particular indignation of citizens. Well, they should not pay for the fact that pipes flow in the basement - and the more often they flow, the more the amount for water in receipts rises.
If on electricity the amounts are more or less stable, then on water they are constantly changing, and always upward. Such arithmetic will perplex any person.
This dictated the desire of lawmakers to establish fixed standards for ONE - and, the subjects of the Russian Federation were given the right to set standards, depending on the type and number of storeys of houses. This is precisely the essence of the innovation.
When and how will they be considered in a new way?
Now there is no longer such a thing as ONE utility service, and the term “consumption of resources” necessary for the maintenance of communal property has been introduced.
The difference in names is small, but now it is no longer a communal service, but a housing service:
- That is, it is not provided to us by organizations supplying us with resources, but by housing and communal services. This means that the procedure for their accrual is no longer regulated by 354, but by 491 resolution, which presents the rules for the maintenance of common house property.
- Charges will now be determined by the consumption standards of a particular resource, necessary for the maintenance of common property of an apartment building. However, such standards will appear no earlier than June 1, 2017, since it is precisely this period that is determined by law to the authorities of the constituent entities of the Russian Federation for their development. In the meantime, for accruals they will use the old accrual of ONE.
- So, we are waiting for the emergence of new standards. The mechanics of their application will be simple: the resource rate is multiplied by the total area not occupied by the apartments, and divided by the total area of all the premises of the house.
Since the accrual is done for each resource separately, then in the receipts they will be displayed separately. The only thing, instead of a line called ONE, there will be a line, say, "electricity spent on the maintenance of the common property of the house."
